The Gardoqui Company in France: A convenient back door to access the Baltic cannabis market (1775-1795)
Abstract
If a state in the 18th century did not have hemp, it had political and economic problems, since it did not participate in international maritime trade, and could not defend its territories or project military force. If these difficulties stemmed from restrictions on access to the markets where hemp was sold, one solution was the use of private intermediaries who could stealthily make these purchases. This is the case of the Gardoqui company which acted as a back door for acquiring Russian hemp in France and Hamburg at the end of the 18th century.
