La problemática de la deuda en los municipios catalanes de la Edad Moderna. El ejemplo de la ciudad de Lleida a finales del siglo XVII

The problem of debt in the Catalan municipalities of the early modern age. The example of Lleida at the end of 17th century

Abstract

This paper presents a study on the problem of municipal public debt in the Catalan municipalities of the modern age. To do this, we start from the example of the specific case of Lleida's city council: a municipality in inland Catalonia far from the main international credit networks and with an eminently agrarian economy. Analyzing the accounting data of the municipal treasury (the Clavaria Mayor), we present an evolution of municipal debt during the second half of the seventeenth century, which was substantially reduced. We also analyze the role played by the agreements signed between the municipality and its creditors; those that entailed the application of deductions on pensions (the interest) that allowed the remaining capital to be concentrated on the return of the principal, improving the unsustainable financial situation of the years after the Segadors War in the middle of the century.

En este trabajo se presenta un estudio sobre la problemática de la deuda pública municipal en los comunes catalanes de la edad moderna, cogiendo como ejemplo el caso concreto de la Paeria de Lleida, un municipio de la Cataluña interior alejado de las principales redes crediticias internacionales y con un fuerte peso de la economía agraria. Analizando los datos contables de la tesorería municipal (la Clavaria Mayor), se presenta una evolución del nivel de endeudamiento municipal durante la segunda mitad del siglo XVII, el que se redujo sustancialmente. También analizamos el papel que tuvieron en dicha reducción las concordias firmadas entre el municipio y sus acreedores; siendo estas las que impusieron importantes quitas sobre los intereses que permitieron concentrar el capital en el retorno del principal y mejorar así la insostenible situación financiera de los años posteriores a la guerra dels Segadors de mediados de siglo.
